Covered California Open Enrollment Factsheet

California has seen some of the most significant insurance gains since the passage of the Affordable Care Act. The expansion of the state’s Medi-Cal program and increased affordability in the individual market, coupled with strong outreach and education about financial assistance eligibility the state has resulted in a decrease in uninsurance of more than 50 percent. Many of those gains have been driven by young people entering the market for the first time. The rate of uninsured Californians aged 18-34 has plummeted by over twenty points, from 32% in 2010 to 12% in 2016.

But with 2.8 million Californians still without health insurance, 39% of whom are young adults, it’s more important than ever to understand California’s currently uninsured population and how to get them the information that has driven Californians to get insured over the last four years. This fact sheet looks at the highest uninsured areas in the state, details how Young Invincibles has driven on the ground efforts in key cities, and gives insight into where assisters, legislators, and health professionals should focus their efforts going into open enrollment.
