This landscape analysis provides a foundational understanding of the legislation and advocacy that has occurred within the last decade. In recent years, basic needs have become a kitchen-table issue for millions of students in California. With the cost of living continuing to rise, students are unable to meet their basic needs at an alarming rate. This report outlines legislation that addresses food and housing insecurity, two of California’s biggest basic needs, and highlights the organizations that have led these legislative efforts. California has made significant progress in ensuring that students have access to their basic needs. However, critical investments still need to be made. This landscape analysis also outlines important recommendations that California must consider to serve its students best.
